I was torn between (A) and (D) and I still don't understand what a difference between them. Could you please explain?

(A) would be correct in an argument that 1) Set forth some necessary condition for freedom and 2) then claimed that its presence was enough to guarantee freedom. For example:
In order to secure political freedom, any state must first provide free pudding to its citizens. Since Puddonia has been providing free pudding to all its citizens lo these many years, we can be certain that Puddonia is a free state.
See? Nonsense like that.

Nope! Puddonia is not necessarily a free state even if Puddonia served pudding to every citizen.
