Why not (E) ?
How do we distinguish between the terms: Long term Consequence vs Long term Benefit? I decided against answer (B) under the assumption that answer choice appeared too similar to a "bait and switch" false answer choice.

There's no distinction entailed here between "consequence" and "benefit"—a benefit is certainly a consequence, and our desired answer will be a rule; it's therefore likely to cover beneficial consequences as well as other consequences.
(E) does not prove that we need a period of immunity; in fact, it doesn't speak to whether or not we should retain or repeal a law. In this way, it fails to answer the question, and is wrong.
