Got the right answer but took longer than it should have because I'm not doing good at stripping away the blah blah and leaving just the structure... What should I do to get better at stripping all the stuff away and getting better at reducing down to "do A get a bad result and if Not A get bad result.. Wait we can avoid a bad result"?

The same thing you'd do if you wanted to get better at any activity—practice!
The easiest way to accomplish this would probably be to attempt a condensation, then compare your result with my response in the video for the question.
Then, rinse + repeat until you've got it down.

Is C wrong because Terry introduces a third option of maintaining tax?

But doesn't the original also introduce a third option? That is, demanding environmental responsibility to ALL businesses? that's what made me go with C, at least.

and for answer choice A its

I'm just confused as it doesn't seem totally parallel. Oh well :(

Notice that in the original and in (A), Jordan presents a binary relationship. In (C), she does not.
In the original and in (A), Terry presents a third way: a method that will allow them to avoid the problem of the binary system. This is subtly different from (C), where she notes that it is not a binary system.
Is that clearer?
