One way of saying it is to say that it's backwards—the claim in question is offered as an explanation of the conclusion, and not the other way around.
Make sense?

Use your Why Test!
There's no explanation for why the first sentence is true, but the rest of the passage explains why we should believe the last sentence. It's the conclusion.
