I answered E because it seems like E would also pass the negate test. If the national unemployment rate DID increase following the increase in the minimum wage, the laisez fair economists WOULD be entirely accurate in saying that TOTAL (ie. national) number of jobs available would be reduced.

Yeah, that's very attractive. The problem is that the conclusion isn't that laissez-faire economists are wrong (if that were the conclusion, then I would 100% agree with your reasoning!).
The conclusion is smaller than that; it's just that those economists aren't entirely correct. They're wrong about restaurants. And to prove that they're not entirely right, we don't need to know about the national total. We just need some evidence that they're not entirely right.
