When the previous sentence says "most people to increase such an awareness", can we also infer that because it's not most and not all, that some must "not cause an increase"?

No.
First, (theoretically) it's possible, for example, that we did a study in which every single participant increased their awareness. We'd probably report that as "most," or "most if not all." Even 100% of the study wouldn't prove 100% of the population, but that result from a good study would provide strong support that most people do.
Second, (more practically, perhaps) the test writers have in the past made use of both phrases "most if not all" and "most but not all," which suggests that they in fact see a possibility of most including all.
