So in the passage it says "airport expansion can be warranted only by increases an air traffic volume"
To me that felt like a rule that took out answer choice B. Should I have not treated that information as a rule? I thought we have to assume the passage is true.

We do!
Thus, we know it's totally true that the only reason to expand the airport is to accomodate more planes, and that's what makes it so weird that they're expanding now—it's like they're doing it for no reason!
And that's what (B) explains—they want to expand now, while it won't inconvenience travelers. This way, they'll be ready for the increases in air traffic that have been predicted for 5 years out from now.

Interesting! No, I'd say (D) is a pretty classic example of the wrong choice we talked about in these kinds of questions: (D) seems to make the paradox worse!
If most airlines can handle an increase in passengers without adding new routes or planes, why on earth are they busy building new facilities now, when there's not been any increase in passengers, yet?
