Since B is the answer then C is the runner-up, the only difference between B and C is the phrase (Employees are more likely to implement ideas for improved efficiency) and the stimulus talks about Employer implementing ideas. Is this an example of bait and switch with words from a stimulus with the answer choices?

I don't think C is the runner up. I believe the issue with C is the statement "ideas for improved efficiency that derive from a dialogue in which they have participated." If you look at the stimulus, the ideas don't have to derive from the dialogue between the employer and employee. Instead the employee just has to feel like they were part of the process in generating the idea.
