What is the difference between B and E? They pretty much mean the same thing to me.

(E) says that a language isn't foreign (so it can't be taught) if many North Americans speak it natively. So, under (E), you'd not allow any Spanish classes, since many people speak Spanish natively here.
(B) says a language can't be taught to any North American who speaks that language natively. Under (B), you'd only say that any native Spanish speakers could not attend the Spanish classes offered by the school.
