Is E wrong because it isn't specific enough? I think I ruled out D because I thought the word "any" made it too load baring, lol.

(E) is wrong for the same reason every wrong inference answer is—we can't prove it. Just because the city stops burning trash does not prove that they will then no longer waste any resources. In fact, notice that the second sentence tells us that (E) is not only not proved, but is in fact false!
