I'm having trouble understanding why B is the correct answer. I left this question unanswered for the sake of practice, although I would have guessed something on test day (hopefully not though). It seems to me that answer choice B is contradicted in lines 25-31, where it is stated:
"In a highly cohesive group of decision makers...but that they will think the proposal is a good one without attempting to carry out a critical scrutiny that could reveal grounds for strong objections".
I didn't find any of the other answers appealing, but I could use an explanation of why B is correct besides the fact all the other answers suck. Thanks.
