Hey Dave,
Sometimes I take a while figuring out how to create a setup for multi-row games like the one on PT54 (2nd game). How do you know right off the bat that we should categorize this game into ratings instead of CDs? For some reason, with a few multi-row ordering games like this one, the setup of the game/ method of categorization doesn't come as naturally to me. Any words of help would be appreciated!

Keep whatever is fixed, fixed.
We know the order of stars goes 1-4. We don't know any order for CDs. So start with what you do know so that you can fill in what you don't know.

Is there many games that follow this particular rules / diagram?

There are! Lots, really. Recently, I'd point to PT 76 G2 and G3, and 77 G4 as being fairly similar. I use that MRO template for many, many games.
I have a list of nearly every recent test and the templates I used here.
I will soon update it to include the most recent tests, and I am also going to change it to show exactly which game I used each template for. It'll stay at that same link once it's updated; check back in a week or so (mid-March 2017) and you'll find the new version!
