29 LR two question 13

Hello,

I am completely confused. For number 13, I was confident that the answer was D. Reflecting back on how I could have possibly missed this question, I can see how the answer is E because this common idea of cost came up several times in the passage. However, I still don't know exactly how you can imply that the supervisor's statement was about cost. Can someone put this into perspective for me?
